QUESTIONS TO ANSWER
How is Rhode Island progressing on the Ten Year Plan to End Homelessness? Why?
Is the plan still relevant?
What is working?
How has our community changed since the plan was created?
Are there effective or innovative solutions in other communities Rhode Island should consider? Why?
What options would enable RI to reach its goal more rapidly and with the best long-term outcomes for our community? Why?
If you could start from scratch and reallocate all existing resources devoted to this issue, what would you recommend?
WORKPLAN:
Convening
Meet as a multi-stakeholder learning group that will meet to explore these questions
Develop a more detailed workplan, ground rules, deadlines and budget for your process (around $5,000, includes facilitator)
Meet with the prospective facilitator to ensure a good fit and agreement on scope of work
Fact Finding
Compile relevant data on homelessness in RI and progress on the 10 Year Plan
Prepare an oral and written interim report of your findings to share with the Coalition
Options and Recommendations
Explore other models and options
Develop an analysis of all options that will reach the goal
Accompany the analysis of the options with your recommendations
Present your recommendations to the Coalition
DELIVERABLES/SCHEDULE:
By June 2010:
Produce a written and oral report that analyzes current conditions and progress on the “Ten Year Plan”
By December 2010:
Produce a written and oral report on options to achieve plan objectives with recommendations for improvements
NORMS FOR THIS WORK:
Engage a diverse team of stakeholders in your learning group, including constituents
Reach out to other stakeholders beyond your group
Use data and evidence to support your analysis and recommendations
Increase the knowledge of all members of the Coalition
Build consensus and strengthen the capacity of the Coalition and its members to achieve the agreed upon vision
